By "knowing COBOL", I mean all the people involved to start, execute,
and do maintenance.
For example, teams has to create a budget and schedule, which mostly
are created based on their past experiences. There's much more to
introducing a new concept than just design and implementation.

I think findings in David Linthicum's article implies that it's not
ABOVE projects.
