I believe he was.  Note in the first sentence he contrasts "the
freeware engine" with "the commercial one", stating that the former is
"the exact same thing ... without a few bells and whistles".  "The
freeware engine" refers to JRun's free version -- that statement
wouldn't make sense if it were referring to JServ.  Further note that
in the second sentence he mentions "open source freeware" (i.e. JServ)
and "commercially produced freeware" (i.e. JRun's free version).

There is a free version of JRun (which you seem to realize above).  It
is somewhat limited (by functionality and license) and thus may not
meet everyone's needs, but it is there (and you can use it for more
than testing/development, if the restrictions aren't an issue).
