You can use the (free) ServletExec Debugger within Visual Cafe 4.0 Expert
Edition:

Note that Symantec broke project wizard support in VC 4.0, so you'll need to
set up your projects manually; instructions for doing so are provided in the
ServletExec Debugger user guide.
