The problem is that Symantec removed Servlet support from its new 4.0 Expert
Edition of Visual Cafe.

I am not that much concerned about wizard, as I am about possibility to
debug servlets in 4.0 Ex E.
If anybody here tried it, or knows how to enable debugging of servlets in
Visual Cafe 4.0 Expert Edition
please share your experience.

Ed., just open any existing project that was created with 3.0, and you will
be able to debug them the same way you did in 3.0 (i.e., Project | Run in
Debugger).
For new projects created in version 4, you'll have to create the project as
an Empty Project, create your Servlet and then go into Project | Options,
and change the "Project Type:" to "Servlet - A Java Servlet". Everything
else in Options should be set up just like you did in 3.0.
You'll notice that they have included support for the Servlet 2.1 API.
Assuming you installed to C:\VisualCafe, the jsdk.jar is in
c:\VisualCafe\Java\lib. The source is in
c:\VisualCafe\Java\src\javax\servlet.
