That you need to restart the server every time to change a servlet
is a limitations in the servlet engine. I assume you're running JSDK,
which is more a demonstration tool than a *real* server.
I recommend you try out Tomcat (http://jakarta.apache.org). Although
it's quite slow, it's great for development purposes and it's easy to
set up.
About your second problem, it seems like your servlet engine is not
capable of serving files (like the error message says). Again, I
recommend Tomcat.
