Is this a new requirement? I haven't done this before,
and in fact I thought *only* the Bug Id & Synopsis was
supposed to be in the comments?

Because it's needed. $(ROOT) is the proto area of the
current workspace, where it looks for the recently built
Tcl.

I've found something in Postgres that uses the
stub libs. I'm talking to the the Postgres team
about changing this to use the shared libs. If
we cannot agree this, then I think I'll need to
put the stubs back in.

I've made a reasonable effort to find deps. Postgres
and Python (and "expect" and tclx in CCD) are the only
ones I've found so far.
