You need to go with what is in the code. Not what is
on the website.

I don't see GPL in the copyright file. If true you
wouldn't need the GPL disclaimer.

It looks like two license blocks are the same.

The correct format for the copyright file is:

Disclaimer1 (optional)
Copyright Statements1
License Text1
---
Dislaimer2 (optional)
Copyright Statements2
License Text2
---
...

Also, the OSR needs to match the license used in the code.
