In that case, just out of curiousity - isn't it better if the same perl team delivers all such critical Perl modules as well. I honestly don't know if the Perl team has the right bandwidth to do so but if various such critical modules are integrated by different teams then perl upgrade will become more and more harder. Just my 2c thoughts..
