The package RTI is the form that is filed with the WOS Release Engineers
to tell them you are adding a package that they need to add to the Nevada/SXCE
WOS images, what clusters it should be in, etc. Your sponsor can help you
get the form and fill it out, then submit it for you, since it's one of the
steps that still has to be done internally. It's only done when adding or
removing a package, adjusting cluster contents, or making certain other types
of changes that require the WOS RE to adjust the package/cluster metadata in
the installer.
This is different from the WebRTI, which happens after your code review
and covers integration of any change into one of the consolidations that
uses it, and verifies all the steps required for normal putbacks have
been completed. (But that's also internal only still and done via sponsors.)
