There is overall case for moving things from the ccd to sfw.
Each is an individual case. And things certainly have moved
over time.

There is no one person or group that decides the contents of sfw.
There really isn't for ON either. If somebody needs something,
and wants to do the work and support it, and there's no legal
or other reason we _can't_ include it, then it can be done.
That doesn't mean you can just ask for something and have someone
at Sun go do it though - much as I'd like to have an army of
folks adding things to sfw we don't seem to have one. Not even
an army of one :) But it does mean you could do it.
