Well Alan that didn't work? Any other idea's. One thing I forgot to mention
is that the IRC Server I am connecting to is my own IRC Server. I think the
problem is my LAN ip which is 10.0.0.2 can not be reconized by the other
person that I am sending to, I have no problem receiving from them, I just
can't send? Now I can send if I connect to another IRC but not mine?

Sorry, I forgot to post the resolution after I found it out.

Add this to your Manual Startup:

#IRC DCC transfers
ipautofw -A -r tcp 4000 5000 -h 192.168.0.10

replace 192.168.0.10 with the IP of your machine.

Then, in mIRC, DCC/Options, look for a box called "TCP Ports." The 
default is 1024 to 5000. Well, I didn't want that many ports for TCP, so 
I just changed it to first: 4000 and last: 5000. Even 1000 I think is 
overdoing it, but ah well.
