I will admit I am reaching here - but here goes:

Two possible scenerios:
(1)  The ISP's POP (point-of-presence) equipement at the telco office 
may be flakey... (and it will NOT be the first time this has happened 
either!)  Especially as you CAN dial in to the same ISP using a 
different phone #.
(2)  There may be C/O (central office) issues with the telco connection 
itself.

In any event - YOU do NOT own the issue - it is a hardware issue outside 
of your control.

Suggestion:  Call the ISP and complain bitterly.
