Well, for intercooled cars it's fine.

For the non-intercooled cars from 84-87 that's pretty much improbable.
Much past 14 and all you get is a lot of hot air.  An intercooler and a
later model intake will help this a lot.  You can do some tricks with
cams to help the scavenge effect a little bit, but in the long run he'll
need to upgrade.

This is after the 3" exhaust and fixing the various drivetrain issues
(Cooling, vacuum lines, fuel, suspension, motor mounts, etc).  Once you
start tuning, is where it gets tedious.  Lots of runs making a single
change to creap up on the limit.
