I got to thinking about your note that the Bullet Point Driver of George Archer was non conforming because it was not "plain in shape".  If the Futura putter had been submitted to the USGA by the Acme Golf Club and Screen Door Company do you think it would have been approved?

If a head or club has not been found to be "non conforming" by the USGA and is not "non conforming" by definition as stated in the rule book then it is in play and valid even though it may have never been ruled on.
Here's an example
George Archer won a senior event using a Bullet Hollow Point driver that had never been submitted, after the event the USGA ruled that the driver was "non conforming" due to the fact that it violated the rule that requires that it be "plain in shape"
He was not stripped of his title nor did he have to give his 1st place check to the runner up, just from the date of the ruling forward no one could use that club if "conformance" was an issue.
