I don't remember what you guessed that you now think is wrong.

From the reference you posted, I was probably right, but for the wrong reasoning. I thought the caddy, as an agent of the player, incurred the player's "testing the sand" penalty. Looks like not. But... The caddy's raking the sand elsewhere in the bunker apparently did "improve the player's lie, or assist the player in his subsequent stroke or strokes on that hole." So the penalty stands.
