You might get a mechanical bond by scuffing the surface but will not be a very strong structural bond. Most likely, the bond you are getting is between what shaft tip is still exposed to the epoxy and a mechanical bond to the inside of the roughened hosel.
I'm certainly not saying it will not work as you have had success with it. I only caution that it might not be a strong as would be possible with a cotton flox mixture.
