Weird. It works for me on my Arch Linux box:

   [root@toto]# ip neigh add proxy 1.2.3.4 nud permanent dev enp0s3
   [root@toto]# ( ip -4 neigh ls; ip -4 neigh ls proxy ) | fgrep 1.2.3.4
   1.2.3.4 dev enp0s3  proxy
   [root@toto]#

That's why I thought it would fit the bill.

Here's another patch that uses 'ip neigh' only if 'arp' is not in the
path. That would make it work on Arch Linux (which doesn't include the
legacy IP binaries anymore).
