Not really:

root@gateway:~# ip neigh add proxy 1.2.3.4 nud permanent dev eth2
root@gateway:~# ( ip -4 neigh ls; ip -4 neigh ls proxy ) | fgrep 1.2.3.4
root@gateway:~# arp -na | fgrep 1.2.3.4
