I've done a bit more testing. Foobar6.1 is running kernel 2.6.32-131.17.1 whereas my Centos6 installation is running 2.6.32-71.29.1. Foobar6.1 works as expected while Centos6 shows download speeds significantly below IN-BANDWIDTH. I'm seeing 22-23Mbit when I set the IN-BANDWIDTH to 30mbit.
