That's not generally possible. Whichever provider a connection is
initiated through (incoming or outgoing), the responses will use that
same provider.

So unless there is something (such as protocal/port or
source/destination address) that the Shorewall-generated ruleset can
use to direct an outgoing connection to one provider or the other,
then the connection will go out through the primary provider interface
and all traffic associated with that connection will be through that
same interface.
