What locale do you set in /etc/profile?

Another thing.
    $ locale -a
    C , en_US, POSIX, ru_RU, ru_UA.koi8u

I've tried to use LANG=ru_RU and lang=ru_UA.koi8r but neither helps.
And I thought that to use russian I should have ru_RU.UTF-8 set, but 
It's not in locales list.
