Are you using shr-unstable or shr-testing?
In shr-testing I was unable to install eglibc-locale-ru:
Collected errors:
* ERROR: Cannot satisfy the following dependencies for eglibc-locale-ru:
* virtual-locale-ru *
* Cannot find package eglibc-locale-ru.
That's pretty long-standing bug with no known fix as far as I remember.
