I have used mine without SIM card a lot of times as GPS navigation so I
don't think the missing SIM card is the issue for you.

SIM should have nothing to do with GPS. There have been problems with GPS
after a suspend, which may be what you're seeing. Restart your device, and
start GPS fresh.
