The sats transmit UTC time, and the receiver will pick this up before it gets 
a 'lock' on any sats. The problem is that the ublox receiver doesn't always 
react well to being fed seriously incorrect initialisation data, including 
date/time. Most of the time the wrong date/time won't make much difference, 
but sometimes it causes significant delays in locking on to satellite time. 
IIRC there is a warning about this in the ublox documentation.

As you say, timezone shouldn't make any difference.
