I don't think it is iliwi, but the tools it uses (wpa_supplicant

the first time. Same version of iliwi.

I'm sorry, I haven't reported this formally myself, because I thought it
was already well known.  For example, it is described in
http://shr-project.org/trac/ticket/1084.  However, that ticket is
closed, and I haven't found any active tickets covering this problem -
so my apologies.
It is well known, and I had intended to rewrite the connection process to be a little bit more reliable, but haven't got around to it. I even have patches from Ben Thompson (but not about the reliability) I haven't incorporated yet. Bad me! A haven't seen that ticket, but it should be easy to make a small fix to increase the connection success rate with a simple wait perhaps.
As you say though, this probably isn't a bug in iliwi itself, more
likely a race between wpa_supplicant and enabling the Wifi resource.
Given that, would you still like me to open an issue for it at your
GitHub?
But it is iliwi that turns on wifi and starts wpa_supplicant.. You don't need to make an issue. I'll get around to it eventually. You are, however, encouraged to make a fork and patch it yourself ;)
