I suggest we trust bluez for access control for now, and do without a setting. 
If somebody screams we can add a setting later.

It may not be there - I was guessing/hoping it would have a quick way to turn 
on/off Bluetooth, WiFi and such.

Agreed.

If a setting could logically be in many places it's a pain to have to search 
through them all until you find the place someone decided was 'the one true 
place.' This is especially true for rarely used things as you're less likely 
to remember where it was next time you're looking for it. Nokia have been 
making it even worse recently because 'the one true place' varies from model 
to model.

I expect this is one of those UI decisions without a right answer. 'Intuitive' 
depends on people's expectations, and we don't all expect the same things.
