Discussion yes, revisions, not so much, and in particular, -threats is not
done. WGLC is inappropriate prior to -threats completion in WG.

Plus, -threats has not adequately accommodated criticism. Doing
s/BGPSEC/ANOTHER_NAME/g does not qualify as "substantive", IMHO.

There was no review post -05 publication. Review prior to that point is not
relevant, IMHO.

At a minimum, those whose comments were in theory addressed, should be
given the opportunity, each and every one of them, to speak up and be heard.

It is the job of the chairs to track issues and confirm with commentators
that revisions are adequate.
