Double check the permissions with ls -l;
Make certain the ppp-on script contains this line:
DIALER_SCRIPT=/etc/ppp/ppp-on-dialer
then:
Look at the ppp-on-dialer file and see if the path to chat is correct:
exec /usr/sbin/chat -v
