You are probably getting dumped out before it re-mounts the root
partition with read-write permissions. As root you will normally
always be able to edit a file despite the permissions.
Simplest way to fix it is to boot off the floppy (or cdrom) into
rescue mode and then mount your filesystem. This way you can
change anything you need to boot back up.
But, It doesn't sound like it is even getting to rc.local before it
stops booting. Try to see the last message that prints before it
gives you a shell prompt and see if it isn't something you changed.
