Mark,

    I am not sure if it is about governemnt supporting OSS (I exclude the
"F" in that) as much as embracing or even considering open source.  I am
sure popular opinion is not for money to be splashed around on any and
everything that is OSS.  But from a policy standpoint, It would be
interesting to see on what grounds (if any) are OS alternatives disregarded
in favour of proprietary solutions.
