Hi Mike, If you haven't already I suggest that you have a look at http://www.techhub.com in London, it started off as a similar idea but has extended into a members club of sorts, ie if you join as a member you can use a desk when you need one at greatly reduced rates -- good for startups from around Europe who need to occasionally come to London to meet their investors etc -- perhaps an equivalent for you could be startups from Melbourne/Brisbane/the Gong etc who need to drop in to Sydney every now and then? They have a few of these hotdesks and then another set of permanent desks along the lines of your system.
They also run events for the community (Facebook Developer Garage etc). If you want an intro I'd be happy to introduce you, they would probably be quite happy to do some kind of partnership with you -- TechHub co-founder Elizabeth Varley is an Aussie which is always a help :-) Sounds like a great idea -- good luck!
