IMO, many of the ills the Indian police is guilty of can be traced to their governance structure.  (I am speaking here as an interested party.)  There is an exercise at present to create a new law which will govern Indian police, replacing the existing one, which is of 1861 vintage.  The civil society needs to get involved at this stage itself to put in its point of view, especially on issues of police accountability, oversight and complaints redressal.  Please visit http://mha.nic.in/padc.htm for more details.
