Yes, you're perfectly right. And most of those regulations - bonded
warehouse type - involve tax breaks, customs duties and such.

You are not going to find one of those large scale slave farms the chinese
run out here.. not in SEZ anyway. Look at the fireworks factories in
Sivakasi, or a few other such industries that employ child labor (and that
the authorities keep cracking down on once in a while)
