This seems to be a feature of most bureaucracies, not just the Indian one
(although the Indian one is rather extreme).

How do you design a bureaucracy that works? I've heard a lot of good
things about Singaporean civil servants. Is the reputation justified? I
believe they are very well paid..presumably that's one thing which sets
them apart.

Is there anything else (apart from the fact that they are not bureaucrats
in a real democracy)?
