The only problem that exists is that some bogus ISP's will allow you to SEND out only on their mail server. You can pick up mail from a hundred different mail servers. But cannot send to the others.
This is nothing wrong with your local setup.  Just the BOGUS ISP.

If I'm reading you right, what you are talking about here is the fact that most ISP's now block port 25 by default, making it impossible to set up an additional outbound (smtp) server on any network that doesn't belong to the ISP.

Nothing 'bogus' about this... in fact, any ISP that does *not* block port 25 is, imnsho, negligent. the purpose of doing this is to prevent spambots from flooding their networks (and the rest of us) with junk.

Any smtp server run by an at *least* half-competent sys admin will also allow people to connect to their server using the alternate 'submission' port - 587.
