No, they license you and the cars to drive on public roads. Thus they can control who and what is allowed on the roads quite legally. They cannot force you to license yourself or car, or require insurance if you only drive on private property, such as your farm. They do not license you to live, and do not provide you with the air, water, or food free of charge to keep you alive, thus they should have NO requirement as to what you do with your life.
