No. They don't have to, pandemics hit every so often no matter what.
What has changed is the response to this flu. Since the previous admin
got such a bad rep for not responding in time of crisis, I would guess
that this one is trying pretty hard to be different.
I agree with Bob- this is not much different than other years. The fuss
was preventive in intention.

BobBob, Yes, this was manufactured in a lab and used to generate
hysteria and hyped in the media. It was an effective way to distract
people from the collapsing economy and get people used to more state
control. They will unleash the "real" pandemic later.
