CS is not illegal
Certain labeling practices are.

We're not allowed to say what it's for or, really, offer any relevent information at all.
So, it's classed as a mineral supplement when there's no known requirement or metabolic function for silver in the human body...which is probably what makes it non toxic, unlike colloidal copper, where copper DOES have a metabolic function and kills bugs almost as well as CS, but taking enough of it to do the job might do some harm. [maybe even kill ya]
Colloidal zinc is also an antipathogen..but it too can be dangerous in large quantities. It has a metabolic function like copper does.
And since zinc and copper do have a known function, they ARE mineral supplements where CS is not. [so far as anyone knows]
