From what I understand, Ebay was bought up by a large corporate entity
who swallowed PayPal as well.
 Plus, the CS section on Ebay has always been very small, maybe netting
Ebay $10 a day.  Not much of a loss. Certainly not worth fighting over from
the corporate point of view.
