I can successfully use "SMTP AUTH" or "POP before SMTP" on all dialup providers I tried so far (these are European providers, of course). If they had port 25 disabled, I think this would not work. So it really depends on where you dial in.

Sympatico in Canada has disabled port 25 on all dialup lines and on all ADSL lines except for ones that were part of an initial trial. Other providers in Canada are threatening to do the same.
