You're on the right track.  In the individual accounts there is a setting
"require APOP" which, if checked, causes the following behavior:

If a client mailer connects to SIMS and supplies a password for this
account using the unsecure authentication method, the server will reject
the connection even if the password supplied is correct.

If that's not checked (and it shouldn't be if the account works from a
webmail server like mail2web.com), then you're probably going to need to go
to the SIMS SMTP setting screen and turn the Log: Level to Low Level or All
Info and then try sending from that client.  Turn down the logging right
after your test--Low Level puts a lot of stuff into the log.
