APOP is a method for authenticating POP3 sessions without the POP password
being sent as clear text.

Requiring APOP (for checking mail via POP3) wouldn't prevent one from
sending mail unless you're trying to do check-before-send validation of
SMTP (sending) sessions.

But do you have SIMS set (in the SMTP Settings) to treat authenticated IPs
as client IPs for some time period other than 'never'?
