There is no exception because the two cases are not equivalent when you look at
them from the identity of a process (consciousness is an example of a process, not
an example of atoms) perspective.
Yes, they *are* equivalent from the identity of atoms perspective which is exactly
what you have in mind here.
The only "functions/methods" that are defined for all processes in this Universe
are "create" and "destroy", but not "transfer". "Transfer" doesn't compile even
though many people think it does.
