I think I have found a minor typo in bis-09:
19.1.4 URI Comparision
4th rule:

o Characters other than those in the "reserved" and "unsafe"
sets (see RFC 2396 [5]) are equivalent to their ""%" HEX HEX"
encoding.

AFAICS there is no mention of the "unsafe" character set elsewhere in the
bis-09 or in RFC2396. It should probably be "unreserved".
