I guess my main concern is:
 
can the Proxy initiate such a request
or does it somehow have to "pretend" to come from an endpoint/UA (E1 in this 
case)??
(and hence, what values do I need to populate Call-ID, From, CSeq, etc. with...)
 
we will be in control of deploying and administering the Registrar (yet to be 
chosen), so presumably there won't be an issue on authorization of we don't 
want there to be :-) ???

modulo authorization decisions. Most registrars won't respond favorably
to unknown requestors.
