According to RFC 3261 Options is used to query capabilities of an end point. A UA can learn about extensions, supported methods, mime types, codecs etc without sending an INVITE. If an OPTIONS message contains SDP then it must be responded with an answer SDP as though an INVITE is being responded to. There will be no media flow subsequent to this exchange. The end points however would have learned each others capabilities.
