hi, As per RFC 3261, OPTIONS is used to query the capabilities of the peer end. This is done by adding a header ACCEPT=application/sdp. Then why does the UAC need to send its own capabilities to the peer for fetching the UAS's capabilities?
Can someone mention the RFC when mentions that if OPTIONS is received with a SDP body it should be treated as a new offer? A UA can learn about extensions, supported methods, mime types, codecs etc without sending an INVITE. If an OPTIONS message contains SDP then it must be responded with an answer SDP as though an INVITE is being responded to. There will be no media flow subsequent to this exchange.
