The Req-URI and the To: header may start out the same, but proxies are allowed
to replace the Req-URI as they forward the request (RFC 3261, section
16.5 and 16.6).
For example, the Req-URI may initially contain the user's Address-of-Record.
The proxy server could read the UAS's contact address from the location service
and place it in the Req-URI.

It could be the case that the AoR and contact address differ only in user name.
