   send any CANCELs.  Therefore, it is completely dependent on the
   proxy B or UAS C to clean up.

The UAS is responsible for ensuring that any INVITE is eventually
either successful or rejected, but there is no SIP-enforced time
limit.  See RFC 3261 section 13.3.1.1 for some information.

But proxies are allowed to cancel INVITEs for which they do not
receive a provisional or final response for 3 minutes.  This allows a
proxy to clear a request that went to a UAS that has died.
