No.  Aborting an ongoing REFER is difficult.  You have to send a REFER
with Target-Dialog specifying the dialog identifiers of the INVITE
that was sent in response to the original REFER, and add "?method=BYE"
to the Refer-To.  This will cause the target UA to send a BYE within
the dialog that it started in response to the original REFER.
